9th ICPA 2013

On Nov, 1, the two-day 9th ICPA (International Conference of Public Administration) meets its successful convention in Cape Peninsula University of Technology. It is co-hosted by UESTC,Chinese Public Administration magazine and Cape Peninsula University of Technology, and co-undertaken by School of Political and Public Administration of UESTC, School of Business of CPUT.

Nearly 200 scholars from 30 states and regions attend this conference. Among who, 60 are Chinese scholars from over 20 domestic universities, like People’s University of China, Shanghai Jiaotong University, Nankai University, Sichuan University, University of International Business & Economics etc.

Party-secretary Wang Zhiqiang presents and makes a speech on behalf of UESTC. He delivers warm congratulation to meeting’s convention and sincere greetings to attendants. Since 2005, he says, ICPA has been held for eight sessions in multiple states, exerting great influence on the global academic circle in public administration and turning into an international academic brand. He also points out that UESTC has set the strategies for international development. With its acceleration, our school would enhance its exchanges and cooperation with worldwide universities and institutions, and further promote the development of public administration, making its due efforts in the growth and prosperity of international public administration.

 This session, under the theme of “Public Administration Innovation in Global Governance”, has admitted 321 papers among 695; among which, 5 best papers are selected and 7 nominated. It goes through in the form of keynote presentation, panel discussion and round table discussion. Professor Harry Herbert Ballard from Cape Peninsula University of Technology, Professor Harvey L. White from University of Pittsburg, and Professor Sun Tao from Nankai University make report in this conference, respectively on basic operation and maintenance system of public water supply and health service, delivery diagram of new public service---talents, security and technologies, and regional administration reform and coordination development in Chinese urbanization process. This meeting has held 14 group discussions on 5 subjects (public administration innovation and reform in information area, theory and practices of public ethics, governance and regional economic development, practices and innovations of government performance, and leadership promotion) and especially set round table discussion on development of international higher education. In the end, award ceremony is also arranged for outstanding papers.

The first session of ICPA was held in UESTC in Oct, 2005. Till now, the total nine sessions have received over 2000 attendants from 60 states and regions, and the former 8 all have their published papers searched by famous retrieval systems ISTP and ISSHP. Its yearly conduction, increasingly higher level and greater influence have made it a platform for global scholars to attain mutual understanding and share academic insights.
