UESTC Attends 3rd Meeting of China-UK People-to-People Exchange Mechanism

From September 17 to 18, the third meeting of China-UK High-Level People-to-People Exchange Mechanism was held in UK and co-chaired by Liu Yandong, CPC Politburo member and Vice Premier of PRC, and Jeremy Hunt, British Secretary of State for Health. The theme of the meeting is "Diversity and Colorfulness, Mutual Learning and Common Prosperity". President of UESTC Li Yanrong attended the meeting with a delegation upon invitation, and was cordially received by Vice Premier Liu. During the visit, Li also signed an agreement with Muscatelli, President of University of Glasgow, to promote the cooperation between two universities from a joint education program to establish non-independent Chinese-foreign cooperatively-run school. UESTC delegation participated in four events, including “the third meeting of China-UK High-Level People-to-People Exchange Mechanism”, “the eighth China-UK Ministerial Education Summit”, “the China-UK Higher Education Roundtable”, and “the China-UK Innovation Forum”. This is the first time UESTC has attended the meeting of such high-level people-to-people exchange mechanism held by both Chinese and foreign governments.

On September 17, the third meeting of China-UK High-Level People-to-People Exchange Mechanism was held in the Royal Naval College, Greenwich, located in UK with a long history. Vice Premier Liu Yandong and Secretary of State for Health Jeremy Hunt of the UK co-chaired the meeting. Relevant Ministerial Leaders of the State Council and some of the key university leaders attended the meeting. Liu Yandong expressed that since the establishment of China-UK High-Level People-to-People Exchange Mechanism three years ago, the China-UK people-to-people exchanges have been continuously deepened and now a regular influential mechanism between China and UK. Bilateral cooperation has been endowed with increasingly richer content and more remarkable achievements and now a booster of friendship between the two peoples, playing an irreplaceable role in promoting the development of China-UK relations. President of PRC Xi Jinping will pay a state visit to the UK at invitation next month, which will become an important milestone in bilateral relations. Liu Yandong and Jeremy Hunt jointly signed the Joint Statement of the Third Meeting of China-UK High-Level People-to-People Exchange Mechanism and witnessed the signing of cooperation agreements in relevant fields.

On September 18, Liu Yandong attended the China-UK Innovation Forum held in Cardiff, Wales and delivered a keynote speech. She hopes that both sides can promote the mutual-learning of innovative ideas, draw on the strengths from each other with equality, tolerance and mutual appreciation, and learn from each other to guide the innovation of both countries. She stressed that we should reinforce the joint cultivation of creative talents so as to serve innovative cooperation with talent and intelligence support, and promote the opening and sharing of innovative resources through the co-construction of laboratories by universities and scientific research institutions of both countries.

The eighth China-UK Ministerial Education Summit was held on September 17. Chinese Vice Minister of Education Hao Ping and British Secretary of State for Education Nicky Morgan attended and chaired the summit. Both sides put their discussion focus on the exchanges and cooperation in education between the two countries. Under the witness of both Chinese and British leaders of Ministry of Education, President Li Yanrong signed with President of University of Glasgow Muscatelli the agreement of UESTC and University of Glasgow jointly building Chinese-foreign cooperatively-run school. According to the agreement, two universities will further deepen their cooperation, on the basis of the existing joint education program running non-independent cooperatively-run school with Presidents of both universities as the chairman of joint management committee, which will enormously promote UESTC’s space and level of cooperation in running schools and enlarge its decision-making power. After the establishment of the school, both sides will increase input towards the program, further bring in high-quality educational resources, step by step increase majors and enrollment, strengthen the international teaching staff construction, create favorable international atmosphere, and continually improve the quality of international talent-cultivation, gathering experience for UESTC’s talent-cultivation. Moreover, two universities will timely start the construction of joint scientific research center, encourage and promote the exchanges and cooperation of scientific researchers of both sides, and further broaden the fields and channels of UESTC’s industry-academy-research cooperation, which will accelerate the complete establishment of strategic partnership of two universities and the internationalization process of UESTC to a new level.

On September 18, the China-UK Higher Education Roundtable was held in Cardiff University. Li Yankrong and University of Exeter President Sir Steve Smith took the chair of the meeting at invitation. Over 30 school leaders of well-known colleges and universities from two countries gave their speeches and had heated discussions about China-UK educational cooperation and scientific and technical innovation.

On behalf of Chinese universities, Li Yanrong concluded and analyzed the current situation, characteristics and complementarity of bilateral cooperation in university’s school-running, scientific research, innovation and entrepreneurship. He stressed that both sides should deepen their cooperation with an already-good basis, and innovate cooperation mechanism via establishing multi-stakeholder talent-cultivating and innovative platform. Li also had a brief introduction of the cooperation and exchanges between UESTC and British universities, the current situation of innovation and entrepreneurship in UESTC, and expressed his expectation for more interaction with British universities.

At present, Chinese government has established high-level people-to-people exchange mechanism with US, EU, Russia, France and UK, aiming at reinforcing the exchanges and cooperation both sides make in such fields as education, science and technology, culture, sport, health, press and publication. China-UK High-level People-to-people Exchange Mechanism was first built in 2012, the 40th anniversary of the establishment of diplomatic ties between the two countries. This is the first time UESTC has attended meeting of such high-level people-to-people and cultural exchange mechanism held by both Chinese and foreign governments. This will greatly enhance its international influence and reputation.
