Ministry of Edu. & Sichuan Sign Agreement on Continued Support for UESTC

On the morning of December 17, the Ministry of Education and the Sichuan Provincial Government held a ceremony in Chengdu to sign an agreement on continuing concentrated support for the development of Sichuan University and University of Electronic Science and Technology of China as an effort to quicken the steps in pushing the two universities among top-class and internationally prestigious universities.

Among those who attended the ceremony were Minister and Party Secretary of the Ministry of Education Yuan Guiren, Party Secretary of Sichuan Province and Chairman of Sichuan Provincial People’s Congress Liu Qibao, Deputy Party Secretary and Governor of Sichuan Province Jiang Jufeng, Vice-ministry of the Ministry of Education Liu Limin, Chief Advisor of the Ministry of Education Liu Zhong, Deputy Party Secretary of Sichuan Province Li Chuncheng, Executive Member of Sichuan Party Committee, Chief Official of the Secretariat of the Sichuan Party Committee and Provincial Minister of the United Front Chen Guangzhi, Vice-governor Huang Yanrong, Vice-chairman of Sichuan Provincial People's Congress Wang Yukun, Vice-chairman of Sichuan Provincial People’s political Consultative Conference Zeng Qinghua, UESTC Party Secretary Wang Zhiqiang and UESTC President Wang Jinsong. Also present at the ceremony were officials from various departments of the Ministry and theProvinciak Government as well as other administrative executives from the two universities. The ceremony was presided over by Vice-governor Huang Yanrong.

Huang Yanrong announced the articles of the agreement. On behalf of the Ministry and the Province respectively, Minister Yuan Guiren and Governor Jiang Jufeng signed their names on the documents of The Ministry of Education and Sicuan Provincial Government Agreement on Jointly Continuing Concentrated Support for the Development of Sichuan University and University of Electronic Science and Technology of China.

The agreement stipulates that the Ministry of Education and the Sichuan Provincial Government have decided to jointly continue concentrated support during the twelveth five-year plan period for a more rapid development of University of Electronic Science and Technology of China into a top-class and internationally prestigious university as an effort to fully implement the scientific concept of development, to execute the strategy of reinvigorating the nation through science, technology and education as well as through human resource development, and to promote the regional economic construction, scientific advancement and social development. UESTC’s quality of education, its level of scientific research, its ability of independent innovation, its capability of social service and competitiveness on the international arena should all be enhanced so much so that it can better serve the great strategic development of West China, better help promote the economic and social development in Sichuan Province, and make greater contributions to building China into an innovation-oriented country with powerful human resources.

The agreement also says that the Ministry of Education  shall provide guidelines to help UESTC quicken its reform process, pushing it forward towards the target of becoming a top-class and internationally prestigious university, to give support and encouragement to UESTC in fully utilizing its advantage of highly concentrated human intelligence to explore more possibilities for development, implementing institutional reconstruction, expanding in-depth social cooperation, and promoting the regional socio-economic development by providing the province with strong support in education, science and technology, and human intelligence. As for the Sichuan Provincial Government, the agreement mentions that it will place UESTC in the province’s overall development plan as one of the major focuses, providing the university with counterpart funds in required proportions to guarantee a more rapid construction and development, and giving substantial policy support to the university in its campus construction, enrolment, diploma conferring, key disciplne program making, key laboratory construction, and tripartite cooperation of industry, education and research.
